Yes — below the PZP threshold. On 1 January 2026 the threshold rose from PLN 130,000 to PLN 170,000 net (Journal of Laws 2025, item 1173) — below it no full tender is required. The route (direct purchase or market research) depends on the contracting authority's internal rules.

A simple website: 2–4 weeks. A PWA app: 3–5 days for an off-the-shelf product, 4–8 weeks with customization. Complex systems: 2–4 months.

I build to WCAG 2.1 AA. I develop sites to WCAG 2.1 AA — the standard required for Polish local-government units (JST) — and close every deployment with an accessibility statement describing the real state. I also offer accessibility audits of existing sites.
